Utilizing wage and corruption data, this paper sets out to examine the relationship between the level of corruption and the wages provided to civil servants. I analyze the relationship between several important economic and labor variables and levels of corruption in thirty states. These states are representative of all regions and levels of corruption. According to my analysis, there is a strong correlation between lower levels of corruption and higher wages in civil service. When the bureaucracy is categorized into managerial and clerical groups, I find that the effect of increasing wages is twice as large for clerical workers then it is for managerial workers.
