The article addresses the issue of political leadership and the desire to produce men and women who command national legitimacy in the developing nations. Political theorist Glenn D. Page defined political leadership based on the behavior of persons in positions of political authority, as well as his ability to mobilize and direct other persons within a society to act in patterned and coherent ways. For Max Weber, leadership can be characterized within the framework of the Great-Man Theory. In the context of the Third World countries, the Mombasa Declaration and the Code of African Leadership of March 20, 2004 could be applied.
